What is Black-out about (plot, summary)
After the sabotage of a nuclear power plant, the lights go out in Belgium. At the same time, Elke, the daughter of Prime Minister Annemie Hillebrand, is kidnapped. The message of the kidnappers is clear: if the light goes back on, her daughter will die.
